One day after convicting Jose "Rafa" Solano Landaeta of first-degree murder, jurors also found several aggravating factors to be true. The Hayward man plotted and murdered his 27-year-old ex-girlfriend in a manner that was egregiously vicious and cruel on Sept. 8, 2022, according to the second verdict. Prosecutor Josh Stauffer said the case’s level of pre-meditated planning, violence, and the victim’s vulnerability were all aggravating factors. Landaeta chased Castro with a sword outside her San Carlos apartment building, nearly slashed off her arm, and decapitated her. Eye-witnesses testified that he continued swinging the sword into her head and neck even after she was dead.Karina Castro (Images via Facebook) The victim's two young daughters, both under age eight, were inside the apartment at the time. PORTLAND, Ore. (AP) — An Oregon judge ruled Tuesday that a voter-approved gun control law violates the state constitution, continuing to block it from taking effect and casting fresh doubt over the future of the embattled measure. The law, one of the toughest in the nation, was among the first gun restrictions to be passed after a major U.S. Supreme Court ruling last year changed the guidance judges are expected to follow when considering Second Amendment cases. The decision was handed down by Circuit Court Judge Robert S. Raschio, the presiding judge in Harney County in rural southeast Oregon. The law requires people to undergo a criminal background check and complete a gun safety training course in order to obtain a permit to buy a firearm. It also bans high-capacity magazines.Measure 114 has been tied up in state and federal court since it was narrowly approved by voters last November. The state trial stemmed from a lawsuit filed by gunowners claiming the law violated the right to be...

An independent panel of nursing experts sent by the Ontario Nurses Association (ONA) have begun an investigation into inadequate staffing concerns at Kingston Health Sciences Centre (KHSC). The investigation, focused on KGH’s Connell 10 internal medicine unit, kicked off on Monday due to the ONA and members feeling that the “current work environment fails to support the delivery of quality, safe patient care and puts these vulnerable patients at risk of serious harm”, with an aim of ultimately improving the specialized care patients receive in the unit.An Independent Assessment Committee (IAC) at a specific unit is deemed necessary when concerns have already been brought to the attention of the employer but the issues haven’t been resolved to the satisfaction of nurses or the ONA.
